Rob is a solicitor with over twenty years of local government and private sector experience.
He leads Local Partnerships' (formerly 4ps) input into legislative, contractual and regulatory matters affecting PPP/PFI for local government and the wider public sector. Rob is responsible for managing the Local Partnerships legal team and developing know-how, publications and guidance for local government on legal issues affecting local government PPP/PFI and the EU procurement process.
In a professional capacity Rob has written several books on local government law including ‘The PFI and Major strategic Procurement in Local Government’ (published by Sweet and Maxwell).
In a
private capacity Rob is also the author of SAS Operation Galia – a true story
about a daring World War Two SAS Operation behind enemy lines in Italy and
which involved Rob’s late father. The book won the 2008 Impress prize for
Non-fiction and was published in December 2009. Rob also writes children’s

About Local Partnerships:
As well as being the author of LACAP and other books, Rob is the Director, Legal Services at Local Partnerships. There, he works at the forefront of the legal processes involved in all types of complex projects and programmes involving local government.
Local Partnerships is a public sector organization established and owned jointly by HM Treasury and the Local Government Association set up to provide the public sector with commercial expertise and knowhow.

At Local Partnerships Rob regularly comes into contact with many local authorities and local public bodies across the spectrum including health, emergency services and education authorities. If it is new, commercial or complex within public services, contracts or investments then it is likely the authority concerned will need help from Local Partnerships and its multi-disciplinary team of consultants and associates. The organization offers access to highly skilled professionals from a range of backgrounds offering in-house expertise and experience on service transformation, skills development, investment and asset management. This expertise can be accessed at any stage of a project’s gestation but the best time to access such help is during the earliest stages of development of ideas and proposals. Local Partnerships is an ‘honest broker’ and will give impartial, expert advice on options and processes drawing on its wide experience of the market.
Rob and his colleagues at Local Partnerships are developing new services for local authorities designed to help them and other local public bodies to develop and deliver joint ventures and other similar types of partnership arrangements. One of these new services, which is becoming very popular with local authorities, is a Joint Venture Options Review (JVOR).
